蘇利文 Arthur Sullivan (1842-1900)是英國維多利亞時代的作曲家，早年曾在英國皇家音樂學院和萊比錫音樂學院學習，1871-1896年與文學家吉爾伯特(W. S. Gilbert ; 1836-1911 )合作創作輕歌劇。
這首考試曲取自蘇利文的輕歌劇－The Pirates of Penzance ，第二幕 第24 "When a felon's not engaged in his employment" (Sergeant and Chorus of Police)。
